Petition for PayPal Operations – Why not Pakistan?

After the entry of Amazon, Pakistan Government is now taking the first step to bring PayPal to Pakistan.

The meeting of the Senate Standing Committee on Finance Revenue and Economic Affairs was held at the Parliament House with Senator Talha Mahmood in the chair where the issue was discussed related to PayPal media of transaction. Amazon added Pakistan to the seller list but the nationals cannot take complete benefits and utilize the opportunity due to the non-availability of PayPal in Pakistan.


The committee pointed the loopholes while starting businesses with Amazon which will be occurring due to the unavailability of PayPal in Pakistan. The committee took up a petition filed by a citizen Mohammad Bilal Mukhtar, who had requested the Senate Secretariat to look into the issue. That says to bring PayPal in Pakistan as there are many freelancers who are earning at international platforms but there is a shortage of resources to carry out transactions.

Representatives of the State Bank of Pakistan were also present and claimed that there is no restriction or any other constraint of Pakistan's Central Bank with PayPal. Further, they said that PayPal never approached SBP. But the Bank does not impose any kind of constraint related to the entry and operations.


A parliamentary panel suggested and asked Finance Secretary to investigate the cause of no operations of PayPal in Pakistan. It was recommended to conduct a meeting with all the stakeholders and go through the possibilities due to which PayPal is not coming to Pakistan.

Further, the panel also recommended that there should be an exemption in custom taxes on the import of specially designed mobile phones for visually impaired people.
